The standard way is probably escalating using JIRA in Infrastructure section.
But that requires JIRA is running and a human scanning this for urgent cases at least once a day to escalate.
Could be we have a webmaster mail address or button to escalate urgent issues (maybe do JIRA IN in parallel if possible)? e.g.
Is there some automated 'alive' checking tool running that would check a few times a day if all the website components and major pages are still running well (and escalate to webmaster if not)?
