StrippingParams with 2 AssemblyIDs

Hello,
every of the 5 StrippingParams Elements contains 2 AssemblyIDs, which is OK by definition.
The corresponding BinderySignature has NumberUp set to "1 1", but in my opinion this should be "2 1" or "1 2".
Do you agree with my opinion, or am I wrong ?
I would rotate the 2 Assemblies and then fit into one cell for each StrippingParams Cell. Therefore I may be imposed like this.

      The BinderySignature represents an individual label thus NumberUp="1 1" makes sense.

      What strikes me as a bit strange is that each Position/@RelativeBox="0 0 1 1" so that they are printed on top of each other except for the margins. Each sheet contains 5 Positions (0-4) which are printed left to right.

      All in all, I'd say that the JDF is inconsistent or at least incomplete.
